【分析】简单句。句子的主于为This seems a justification…and a rationalization …。句中those 后的介词短语都作其定语，翻译时前置；句首的指示代词this指代上文的contention，翻译时需明确。
【点拨】句中的名词neglect, rationalization等根据词类转换译为动词。
【译文】这种说法似乎为忽视需要帮助的人找到了借口，使剥削合理化，令上层人优越,底层人卑微。
