13.Progress in both areas is undoubtedly 1 necessary for the social, political, and intellectual development of these and all other societies; however, the conventional view that education should be one of the very highest priorities for promoting rapid economic development in poor countries is wrong.
【分析】并列复合句。分号连接两个并列分句。前一分句是简单句，其主干为Progress is necessary…,for…为该分句的的状语；后一分句的主干为the conventional view... is wrong, that引导的同位语从句补充说明view。
【译文】对于这些国家及所有其他国家的社会、政治和学术发展来说，经济和教育这两个领域取得的进步无疑 都是必需的。然而，认为在贫穷国家里，教育应该放在首位以推动经济增长的传统观点是错误的。
【点拨】priority是重点词汇，意思是"优先（权）重点；优先考虑的事”，a high/top priority指“优先考虑的事",give top priority to 指“优先考虑”，have/take priority over “比...优先”。
【临摹】重伤人员比轻伤人员优先得到治疗。
