　　Arab foreign ministers met at the United Nations on Monday to discuss a draft resolution for the Security Council that calls for an immediate 1 end to Israeli attacks in Gaza.

阿拉伯各国外长星期一聚集在纽约的联合国总部，讨论将递交给安理会的一份决议草案。决议草案要求立即结束以色列对加沙地带的攻击。

Arab leaders met with U.N. Secretary-General Ban Ki-moon as well as with representatives of the Security Council on Monday to discuss the text for a draft resolution that they hope to present to the 15-member council on Tuesday.

阿拉伯国家的领导人星期一与联合国秘书长潘基文以及安理会成员国的代表召开了会议，讨论了决议草案的内容。他们希望能够在星期二将草案呈交给拥有15个成员国的安理会。

Palestinian Foreign Minister Riyad al-Malki said the proposed resolution calls for a permanent cease-fire, international border monitors and observers, and humanitarian 2 aid. He said he hopes there will be no U.S. objection to the latest Arab draft.

巴勒斯坦权力机构外交部长马利基表示，上述草案主张巴以双方实行永久性停火，派遣边境国际检查员和观察员，以及提供人道救援。他说，希望阿拉伯各国最新出台的这份决议草案不会遭到美方的反对。

Malki said he was disappointed by President-elect Barack Obama's refusal to comment on the Israeli offensive.

马利基说，他对美国候任总统奥巴马拒绝在以色列入侵加沙问题上公开表态赶到失望。

"We expected him really to be open and responsive to the situation in Gaza and still, you know, we expect him to make a strong statement regarding this as soon as possible," said Riyad al-Malki.

他说：“我们原本以为他会在加沙的态势问题上能够公开发表声明，积极做出反应，但是事实并非如此。我们还是希望他能够尽快在这个问题上做出强有力的声明。”

The Bush administration says it wants a cease-fire as soon as possible, but that it must be "durable 3". The White House says any cease-fire should deal with Hamas rocket attacks on Israel, arms smuggling 4 and the reopening of Gaza border crossing points for relief supplies and commerce.

布什政府表示，希望能够尽快达成停火，但是必须是持久性的停火。白宫表示，任何停火协议都必须涉及哈马斯对以色列发动的火箭袭击、武器的偷运以及重新开启加沙地带的过境点，让救援物资的运输和正常的商业往来能够得以恢复。

Arab League chief Amr Moussa, speaking at the United Nations, said Arab states are insisting on a balanced resolution, but that Israel has certain responsibilities as well.

阿拉伯联盟秘书长穆萨在联合国的会议上表示，阿拉伯各国一致认为决议的内容应该是平衡的，但是以色列方面也负有一定的责任。

"It cannot be to address one party, the Arab party, without seriously and decisively addressing Israel as the occupying power with a lot of obligations, legal obligations, and also what happened to the civilians 5 in Gaza," he said.

他说：“不能只是说阿拉伯方面应该如何如何，而忽略了以色列作为占领一方的各种责任和义务，包括法律上的责任和义务，以及加沙地带的平民百姓所受到的待遇。”

U.N. Secretary-General Ban Ki-moon said the situation in Gaza has "worsened dramatically" during the past 48 hours, and that he is worried about what further escalation 6 of the conflict could mean for stability in the region.

联合国秘书长潘基文表示，过去48个小时里，加沙地带的形势愈加恶化了，他担心，这一轮冲突的继续升级将会影响到整个中东地区的稳定。

"We must insist that Israel end this military assault, which is clearly excessive," he said. "We must insist that Hamas end immediately its rocket attacks, which are so terribly counterproductive, in addition to being completely unacceptable."

潘基文说：“我们一定要坚持以色列方面停止军事攻势，以方的攻势显然是过份的。我们同时也要坚持哈马斯方面立即停止火箭袭击，那些火箭袭击不但是完全不能容忍的，而且对局势的好转没有一点好处。”

Palestinian President Mahmoud Abbas is expected to attend the Security Council meeting on Tuesday. An earlier draft resolution circulated last week by the Arab states was rejected by Western Security Council members who said it was "not balanced".

巴勒斯坦权力机构主席阿巴斯计划出席星期二举行的安理会会议。上个星期早些时候由阿拉伯各国提出的一份决议草案被安理会中的西方成员国所拒绝，理由是那份草案的内容缺乏“平衡”。
