1、“眼中无他，却有力加”，相信大家都听过这句广告语，“力”和“加”二字还是政府工作报告中对常见的词，如，加大力度，大力调整，努力实现，大力弘扬……在小编认为“大力”和“加大”，有更深入，更完善的意思。但韩老师一招就简单说明白了。
1）加大力度(有比较的概念，可以用上比较级)
加大了西藏的财政支持力度：(提供了更多的财政支持）
Provide more financial support for Tibet
加大对环境的保护力度：
Work harder to protect the environment
Intensify/strengthen environment protection
2) 大力调整：
Make an enormous adjustment to sth.
对……进行改变：
Make a change to sth.
2、大伙都知道北京未来几天会是雾霾天气，造成雾霾(smog/haze)的原因有很多，汽车尾气(automobile exhaust)，工厂废气等，政府也采取了相应的节能减排(energy conservation and emission 1 reduction)措施，其中就有淘汰黄标车(high-emission vehicles)和老旧车(outdated 2 vehicles)。那么淘汰落后产能，指的是什么呢？
1）落后产能：指的是落后的生产设施
淘汰落后产能：Eliminate/Abolish outdated production facilities
淘汰落后产能xx吨：Abolish outdated production facilities with an annual capacity of xx tons
2）逐步淘汰：Phase out
逐步建立：Phase in/be gradually put in place
3)当然还有惩罚那些未履行环境保护职责或履行职责不到位的一些负责任，那么“不作为”“懒政”怎么说呢？
可以是：heads of local governments and departments that had failed to fulfill 3 their environmental protection duties or hadn’t performed them well;
但韩老师说啦，还可以用：
“indolent/indolence”表示“不作为”
“sloppy/perfunctory”表示“懒政”
(哇塞，简单几个字替换了上面一长串，韩老师真是绝了！）

1) 责任制和考核评价制度(责任考核办法)：
问责制(一个accountability就搞定啦)
2) 公开约谈：公开警告(give warnings to)
3) 万元国内生产总值能耗 (每生产一万元GDP需消耗多少能源)：
Used to produce 10,000 yuan of GDP
也指的是：单位GDP能耗→“能源强度”(energy intensity）
4) 被双规：在规定时间规定地点接受审讯(put sb. under house arrest)
5) 挂牌督办：特别监督(supervise their improvements)

- Rigorous measures will be taken to reduce the total pollutant emission.采取严格有力措施，降低污染物排放总量。
- Finally,the way to effectively control particulate emission is pointed out.最后，指出有效降低颗粒排放的方向。
