 　　The question which confronts us in a very, very complex conflict is at its heart very simple.

　　尽管冲突十分复杂，我们面对的问题核心其实无比简单。
　　What should we do with others to confront this threat to our citizens, our nation, other nations and the people who suffer under the yoke 1, the cruel yoke, of Daesh?
　　当我们的公民、我们的国家以及其它国家面临威胁时，当人们在达伊沙的枷锁、沉重的枷锁下痛苦呻吟时，我们应该怎样做？
　　The carnage in Paris brought home to us the clear and present danger we face from them.
　　巴黎的大屠杀把这份来自它们的清晰而现实的危险告知了我们。
　　It could have just as easily been London, or Glasgow, or Leeds or Birmingham and it could still be.
　　这原本可能轻易发生在伦敦、格拉斯哥、或者利兹、或者伯明翰，而且现在依旧有这种可能。
　　And I believe that we have a moral and a practical duty to extend the action we are already taking in Iraq to Syria.

　　And I am also clear, and I say this to my colleagues, that the conditions set out in the emergency resolution passed at the Labour party conference in September have been met.

　　We now have a clear and unambiguous UN Security Council Resolution 2249, paragraph 5 of which specifically calls on member states to take all necessary measures to redouble and co-ordinate their efforts to prevent and suppress terrorist acts committed specifically by Isil, and to eradicate 2 the safe haven 3 they have established over significant parts of Iraq and Syria.

　　So the United Nations is asking us to do something.

　　It is asking us to do something now.
　　它请求我们现在就行动起来。
　　It is asking us to act in Syria as well as in Iraq.
　　它请求我们在叙利亚和伊拉克都行动起来。
　　And it was a Labour government that helped to found the United Nations at the end of the Second World War.
　　当年，在二战结束时，正是工党政府帮助建立了联合国。
　　And why did we do so?
　　我们当年为什么要这么做？
　　Because we wanted the nations of the world, working together, to deal with threats to international peace and security – and Daesh is unquestionably that.
　　因为我们希望全世界各国团结起来，共同处理对国际和平和安全的威胁——毫无疑问，达伊沙就是这样的威胁。
　　So given that the United Nations has passed this resolution, given that such action would be lawful 4 under Article 51 of the UN Charter – because every state has the right to defend itself.

　　Why would we not uphold the settled will of the United Nations, particularly when there is such support from within the region including from Iraq.

　　We are part of a coalition 5 of over 60 countries, standing 6 together shoulder-to-shoulder to oppose their ideology 7 and their brutality 8.

　　Now Mr Speaker, all of us understand the importance of bringing an end to the Syrian civil war and there is now some progress on a peace plan because of the Vienna talks.

　　They are the best hope we have of achieving a cease-fire.
　　这是达成停火的最大希望所在。
　　That would bring an end to Assad’s bombing, leading to a transitional government and elections.
　　这个计划将结束阿萨德政权的轰炸，并带来过渡政府和民主选举。
　　And why is that vital?
　　为什么这个计划如此重要？
　　Both because it will help in the defeat of Daesh, and because it would enable millions of Syrians, who have been forced to flee, to do what every refugee dreams of: they just want to be able to go home.
　　不仅因为它可以帮助击败达伊沙，更因为它可以帮助数百万被迫逃离家园的叙利亚人达成每个难民梦寐以求的心愿：他们只是想回家。
