President Donald Trump 1 issued new travel restrictions 2 on nationals of North Korea, Venezuela and Chad, while continuing to restrict the travel of citizens from five of the six countries included in Executive Order 13780. The new restrictions will take effect on October 18 for nationals of North Korea, Venezuela and Chad. The government of North Korea does not cooperate with the United States in any respect and fails to satisfy all information-sharing requirements. Therefore, entry into the United States of nationals of North Korea as immigrants and nonimmigrants is suspended.
特朗普签署新旅游禁令，朝鲜、乍得、委内瑞拉被列入名单，此前签署的第13780号行政命令中，六个国家当中有五个依然在禁令范围内。新限令将于10月18日生效，包括朝鲜、乍得、委内瑞拉公民。不管是哪个方面，朝鲜政府坚决不与美国展开合作，并不能满足信息公开的要求。所以，朝鲜公民的移民和非移民签证将会被暂时停止。
The government in Venezuela is uncooperative in verifying whether its citizens pose national security or public safety threats; fails to share public safety and terrorism-related information adequately; and has been assessed to be not fully 3 cooperative with respect to receiving its nationals subject to final orders of removal from the United States. Accordingly, the entry into the United States of certain Venezuelan government officials and their immediate 4 family members as nonimmigrants on business, tourist, and business/tourist visas is suspended.
关于公民是否会对国家安全或是公共安全构成威胁，委内瑞拉政府并不给予合作，无法在该方面进行证实；也不能公开公共安全或是恐怖主义等相关信息；关于接收遭到美国遣返的委公民，委政府并没有采取积极的合作态度。依照规定，某些委内瑞拉政府官员以及直系亲属，他们的非移民商务，旅游签证，以及商务或旅游签证都将暂时暂停。
Chad, President Trump noted 5, was added to the list despite its government being an important counterterrorism partner, because its government is not able at this time to adequately share public safety and terrorism-related information. Accordingly, the entry into the United States of nationals of Chad, as immigrants, and as nonimmigrants on business, tourist, and business/tourist visas, is suspended. Iran, Libya, Syria, Yemen and Somalia were left on the list of affected 6 countries in the new proclamation issued by the president.But restrictions on citizens from Sudan were lifted.

Iraqi citizens will not be subject to travel prohibitions 7 because of the close cooperative relationship between the United States and the democratically elected government of Iraq. Citing security, President Trump made clear his reasons for issuing the new travel restrictions in a Tweet, "Making America safe is my number one priority. We will not admit those into our country we cannot safely vet 8."
