“防红包协议”英文怎么说
卫生部近日就《加强公立医院廉洁风险防控》征求意见，规定“患者入院时进行医生不收‘红包’、患者不送‘红包’双向签字，协议书纳入病案管理”。此举引发社会热议。

上述报道提到的协议就是hongbao stipulation（红包协议），也可以称作anti-bribery agreement，该协议签署后会保存在患者的medical records（医疗档案）中。
该意见公布后引发了mixed reaction（各种不同反应）。有人说这样的协议是more symbolic 3 than realistic（形式意义大于实际意义），因为收送红包从来都是under-the-table practice（暗箱操作行为），没有人会公开告诉别人的。另外也有人表示是因为医生收入太低，才会导致红包盛行。为此，北京市一些今年大幅提高医生的consultation 4 fee（治疗费），以帮助医生增加收入。
