[10:13.93]employment and a reasonable quality of life.

[10:19.36]As society develops,we have both the opportunity

[10:24.80]and responsibility to make sure that people with disabilities

[10:31.14]can live productive and meaningful lives.

[10:35.22]That means that we must make sure that our streets and public buildings,

[10:40.55]such as government offices,schools,hospitals,

[10:46.30]cinemas ans libraries,are safe and accessible to all of us.

[10:52.46]Streets

[10:55.10]The streets in our cities should be clean,in good repair and safe.

[11:01.13]To make sure that blind people can find their way around our cities,

[11:06.57]we must provide street stones and markers

[11:10.93]that help them get wher they are going.

[11:14.46]Special stones can be used to show paths and crossings.

[11:19.60]For those who are in wheelchairs,

[11:23.36]we should provide level streets and easy access to sidewalks and stores


[11:30.13]The ground should be even and hard,

[11:34.00]and there should be no unmarked holes or other dangers.

[11:38.96]Signs and traffic lights must be well-placed and easy to read and use.

[11:45.12]Public Buildings

[11:48.18]Public buildings must also be accessible and safe.

[11:53.14]There must be enough room for wheelchairs,

[11:57.30]and all aparts of the building must be accessible.

[12:02.26]It is important to make sure that doors and entrances

[12:07.54]are easy to reach from the street.

[12:11.38]The path should be flat and even,and if there are any steps,

[12:17.15]they should be covered with a board so that wheelchairs can enter the building.

[12:23.11]Doors should be at least 80 cm wide

[12:27.65]and there should be enough space

[12:31.31]so that the door can be opened by a person sitting in a wheelchair.

[12:36.58]Public telephones,buttons for elevators and other facilities should be placed

[12:44.24]so that they can be reached from a wheelchair.

[12:48.18]Entrances should be easy to find

[12:52.26]and well-lighted for people who do not see very well.

[12:57.30]Glass doors should be marked at eye level to prevent accidents.

[13:02.76]It is also important that the shape of the room is easy to recognise

[13:09.24]and that there are not any objects that may confuse people.

[13:14.49]For example,the colour or shade of walls,

[13:19.56]floors and doors should be different enough

[13:24.28]so that the shape of the room is clear.

[13:28.12]There should be no large mirrors or windows letting in sunlight

[13:42.96]such as bathrooms or entrances for disabled persons,

[14:03.60]that there should be apartments that are suitable for disabled persons.

[14:09.48]All entrances and public areas in apartment buildings must be accessible

[14:16.03]and there should be parking spaces near the entrances.

[14:20.58]Apartments for people in wheelchairs

[14:24.65]should be on the ground floor unless there is an elevator;

[14:29.80]if there is an elevator,it should be large enough and easy to operate.

[14:36.04]The interior 11 of the aparments should also be designed properly.

[14:41.61]Light switches,electrical outlets,door handles,

[14:46.96]sinks and other fixtures 12 should be placed at a convenient height

[14:52.92]so that someone in a wheelchair can reach them.

[14:57.18]Bathrooms,kitchens and hallways should be large and wide enough

[15:03.24]so that a wheelchair can be turned around.

[15:07.18]Special features,such as doorbells that use light rather that sound,

[15:13.42]must be used in apartments for people with hearing difficulty,

[15:18.99]and there should be wiring that makes it possible

[15:23.25]for people to use text-telephones and other aids.

[15:28.71]perhaps most important,

[15:32.47]we must provide equal "Intellectual 13 access" for disabled people.

[15:38.53]That means that everyone, disabled or not,

[15:43.49]should have equal access to schools,

[15:47.75]universities,jobs and political organisations.

[15:53.63]Providing equal access requires thought,

[15:58.28]work and money and may seem expensive.

[16:07.21]that the cost of not providing equal access in far greater
