U.S. 1)lawmakers are pressuring the White House to keep economic 2)sanctions on Iran and Libya for the long term. Those supporting the move are 3)skeptical of Iran's President Khatami, a moderate who is seeking re-election in Friday's voting.
Nearly three-fourths of the Senate is backing a five-year extension of the Iran-Libya Sanctions Act, also known as ILSA. Passed in 1996, the law is designed to curb 1 Iranian and Libyan support for 4)terrorism by 5)blocking outside investment in the two countries' oil fields. The statute 2 provides 6)penalties for any foreign company spending more than a certain amount in either nation.
Those who favor sanctions say the system is working and should continue, to stop Tehran from giving more aid to groups like the 7)radical Hizbollah and Hamas. The bill's sponsors, who include both Republicans and Democrats 3, are most concerned about threats to Israel, as New York Senator Charles Schumer makes clear. "The recent suicide bombing in Tel Aviv last week which claimed 20 Israeli children, Hamas proudly stepped forward to take credit for it," he said. "We don't want our oil dollars funding that kind of 8)dastardly act."
The lawmakers are unimpressed by President Khatami's moderate standing 4 in Iranian politics. Mr. Schumer calls him a 9)puppet for conservative religious leaders.
Iran denies 10)backing terrorists and suggests Washington must take the next step if it wants better relations. The Bush 11)administration has been reviewing the law as part of a broader look at all U.S. sanctions worldwide.
The president says he has no intention of lifting restrictions 5 on Iran or Libya, but has not said whether he supports the five-year extension the lawmakers want. The 12)House of Representatives is expected to take up the bill first, with action possible sometime next week.
