Powell’s Search for A Middle East Peace Deal

U.S. Secretary of State Colin Powell, preparing to visit the Middle East next week, says he intends to push Israel and the Palestinians to 1)solidify their cease-fire and move toward 2)implementing recommendations of the Mitchell 3)committee.
Mr. Powell's decision to make the trip came as somewhat of a surprise, since he had expressed 4)reluctance to go to the area unless he could achieve 5)concrete gains.
In comments here after meeting Egyptian Foreign Minister Ahmed Maher, the secretary said he sees the trip as a chance to help move the parties from the cease-fire, arranged last month by CIA director George Tenet, toward action on the Mitchell Commission report and its proposed steps toward a 6)renewed peace process:
"I hope that my presence and the concrete pieces that are out there now waiting to be connected, the 7)Tenet work plan and the Mitchell report, are things to work with," Mr. Powell said. "And I hope to use those elements to keep the process moving forward. And a lot will depend of course on what happens over the next several days. And hopefully the security 8)coordination will improve even more and hopefully the violence levels will continue to go down."
The international panel headed by former U.S. Senate Majority Leader George Mitchell issued a report in May on the origins of the Israeli-Palestinian clashes that erupted last September. It called for an end to violence and a cooling-off period, 9)confidence building measures including an Israeli settlement freeze and a Palestinian Authority 10)crackdown on terrorism, and a renewal 2 of talks on a 11)comprehensive peace agreement.
Foreign Minister Maher, Egypt's former 12)ambassador to Washington, said he was very encouraged about Mr. Powell's travel plans, and said it is 13)urgent that the parties implement 1 the Mitchell committee recommendations in a comprehensive rather than selective way: "We consider that the two aspects, the security 14)aspects and the political aspects, are linked," Mr. Maher said. "They have to be implemented 3 as quickly as possible in order to achieve the goal that we are all pursuing which is to bring the parties again to the 15)negotiating table in order to a find a solution to this question that has been with us for a long time."
Secretary Powell is to depart next Tuesday on a 16)mission expected to include a stop in Egypt and talks with President Hosni Mubarak, multiple meetings with Israeli and Palestinian officials, and probably also a stop in Jordan before returning to Washington next weekend.
