肩负着“先行先试”的“国家使命”，上海浦东、天津滨海、重庆两江、浙江舟山、甘肃兰州、广州南沙六大新区大胆突破，积极创新，大力推进以提高政府效能为主的行政管理体制改革，促进政府职能转变。
Located in both coastal 1 regions and the hinterland, China's six "state-level new areas" have been innovating 2 to chart the way forward for the country's new round of reform and opening up.
中国位于沿海地区和内陆的六个“国家级新区”正在积极创新，为国家新一轮改革开放铺路搭桥。
“国家级新区”就是state-level new areas，和5个special economic zones(经济特区)和14个coastal open cities(沿海开放城市)一样，国家级新区展示了政府在不同区域探索发展之路的决心，而且大大促进了中国的economic transition(经济转型)。
今年9月份，滨海新区宣布撤销塘沽、汉沽、大港三区工委和管委会，由滨海新区区委区政府统一领导，这有助于促进functional transition of the governments(政府职能转变)，提高行政效率。
