近日，备受关注的“流量不清零”政策终于落地，中国移动、中国联通、中国电信公布了相关具体实施的方案。

China's top three major telecom operators will launch rollover data services on Thursday, meaning unused data at the end of the month will no longer just disappear.
三大电信运营商将自10月1日起推出“当月流量不清零服务”，即月底未用的套餐内剩余流量不会清零。
流量不清零
除了上文提到的rollover data service，“当月流量不清零服务”还可以用allow users to carry forward unused monthly data allowance的方式进行表达。
例如：
China's "Big Three" telecom carriers' have been asked to make further reductions in overseas roaming rates and allow users to carry forward unused monthly data allowance.
政府要求国内三大电信运营商进一步降低海外漫游费，并推行当月流量不清零服务。
此次当月流量不清零服务的范围为，按流量(traffic data)计费的手机月套餐，包括按月计费的基础套餐和流量可选包，但不包含流量加油包、季度包、半年包、假日流量套餐等灵活周期产品，以及促销赠送的流量。同时，在一定时期内包含一定上网流量的数据卡(data cards)也不在此次服务覆盖范围内。

中国联通表示，此项服务是落实国务院(the State Council)关于“提速降费”(lower Internet prices and elevate connection speeds)工作部署的重要举措之一，将有助于解决用户套餐内剩余流量(remaining traffic data)问题，改善用户体验(improve user's experience)。中国移动也表示，此项服务是中国移动继2014年推出流量季度包、流量半年包等服务以来，在流量不清零方面的又一新举措(new measure)。
