"Many women who do not dress modestly ... lead young men astray, corrupt 1 their chastity and spread adultery in society, which increases earthquakes," Hojatoleslam Kazem Sedighi was quoted as saying by Iranian media。
"There is no other solution but to take refuge in religion and to adapt our lives to Islam's moral codes," Sedighi said during a prayer sermon last week. Women in the Islamic Republic are required by law to cover from head to toe, but many, especially the young, ignore some of the more strict codes and wear tight coats and scarves pulled back that show much of the hair。
Iran is one of the world's most earthquake-prone countries. In 2003, a powerful earthquake hit the southern city of Bam, killing 2 31,000 people, about a quarter of that city's population. Tehran straddles scores of fault lines, including one more than 50 miles. The cleric's unusual explanation for why the earth shakes follows a prediction by the president, Mahmoud Ahmadinejad, that a quake is certain to hit Tehran and that many of its 12 million inhabitants should relocate。

报道称，塞迪基上周布道时称，女子暴露的服饰所导致的男女杂乱行为，增加了地震发生的几率和可能性。他呼吁“只有在宗教中寻求救助，规范自己的生活使之符合伊斯兰教义，人们才有可能免于地震之灾。”众所周知，信奉伊斯兰教国家的女子必须从头到脚裹得严严实实，然而如今许多年轻女子忽略教义的要求，穿起了紧身衣，而且花花绿绿的头巾下面露出了浓密的黑发。
据了解，伊朗是世界上地震最频繁的国家之一。2003年，伊朗南部的巴姆城发生强烈地震，致使该城总人口1/4的3.1万人罹难。有地质学家认为，德黑兰地下有几条断裂层，其中的一条长达80多公里，这成为诱发地震的致命因素。总统内贾德本月初曾预言将有大地震来临，并建议德黑兰1200万居民中的 500万人迁往外地，于是就有了该神职人员的上述言论。
