Both nations are suffering economically, Mexico's border states are engulfed 1 by drug violence, and U.S. immigration reform initiatives have stalled.

Immigration also a major concern

Bush's 2007 visit to Mexico sparked loud protests in several large cities, but President Obama is expected to be greeted enthusiastically, or at least politely, by most Mexicans.
