The United States Ambassador to South Korea says Washington must receive a complete nuclear declaration from Pyongyang before it can remove North Korea from American list of states sponsoring terrorism. An American ambassador says the North is failing to send a "clear signal" it intends to follow through on its promises.

美国驻韩国大使说，华盛顿在把北韩从支持恐怖主义国家的名单上拿掉之前，必须从北韩那里收到一份完整的核活动清单。美国驻韩国大使表示，北韩没有就它准备如何兑现其承诺发出“明确信息”。



U.S. Ambassador to South Korea Alexander Vershbow said Monday North Korea's delay in providing a promised nuclear declaration is causing frustration 1 in Washington.

美国驻韩国大使亚历山大·温斯堡星期一说，北韩曾经许诺要提供其核项目清单，但是北韩的拖延给华盛顿造成困扰。



"There is a sense of impatience 2 building up and we want to get on with it," Vershbow said.

他说：“现在人们感觉越来越失去耐心，我们希望能够尽快解决这个问题。”



In six-nation talks last year, North Korea agreed to provide a complete and correct list of all its nuclear activities and stockpiles before the start of 2008. Negotiators from China, Russia, the United States, Japan and South Korea are still waiting for the document.

在去年有关北韩核项目的六方会谈中，北韩同意在2008年之前就其所有的核活动与核储备提供一份完整清楚的清单。然而，来自中国、俄罗斯、美国、日本和韩国的谈判代表仍然在等待北韩交出这份文件。



The declaration is part of a multi-stage agreement that seeks to trade energy assistance and diplomatic incentives 3 with Pyongyang for gradual steps toward ending its nuclear weapons capabilities 4 altogether.

北韩承诺交出的这份清单是一份多阶段协议的一部分。平壤为了换取能源援助和外交方面的让步需要逐步采取行动，这些步骤的最终目的是解除北韩制造核武器的能力。



The North has taken steps to disable its main plutonium-producing facility at Yongbyon and received hundreds of thousands of tons of fuel oil from the United States and its partners. However, some experts say Pyongyang is hesitating on the declaration because Washington insists the North explain uranium-related activities it has never publicly admitted.

北韩采取了一些行动，拆除了在宁边生产钸的主要设施，并收到了美国及其盟国提供的千百吨燃料油。可是，一些专家说，北韩迟迟不公布其核项目清单是因为华盛顿坚持北韩解释北韩从未公开承认过的铀浓缩活动。

Both steps would open doorways 5 for the impoverished 6 North to receive certain types of aid and investment which are currently banned.

在六方会谈协议中的这一阶段，美国保证解除对北韩的制裁，并把北韩从美国国务院的支持恐怖主义国家的名单上拿掉。这两个步骤将为贫困的北韩开启大门，从而使北韩得到目前无法得到的某些援助和投资。



Vershbow says Washington is ready to follow through, but needs North Korea to act decisively.

美国驻韩国大使温斯堡说，华盛顿做好了执行协议的准备，但是需要北韩也采取果断行动。



"We're ready to do that, but we aren't able to do that until we see a clear signal from the North Koreans that they are going to do their part with regard to the declaration," Vershbow said.

他说：“我们做好了行动准备，但是在我们看到北韩发出明确信号，表明他们将就核项目清单问题拿出行动之前，我们无法采取任何行动。”



The United States, Japan and South Korea have all promised a new era in relations with North Korea, once Pyongyang fulfills 7 the six-nation process of eliminating its nuclear arsenal 8. The United States and Japan say they will normalize diplomatic ties, potentially opening the door to significant financial aid. Newly elected South Korean President Lee Myung-bak has promised to help rapidly double per capita incomes in a non-nuclear North.
