China is quickening the pace of putting together its compulsory 1 environmental pollution liability insurance implementation 2 plan - and joint 3 regulation and product designs could be key issues, experts said.
我国正加快拟定环境污染强制责任保险实施方案的步伐，有关专家表示，联合监管和产品设计或是关键问题。
The China Insurance Regulatory Commission (CIRC) and the Ministry 4 of Environmental Protection (MEP) are stepping up the pace of drafting an implementation plan, CIRC Chairman Xiang Junbo said last Sunday.
中国保监会主席项俊波上周一表示，保监会和环保部正加快起草"环强险"实施方案的步伐。
Xiang said there are already 30 provinces, autonomous 5 regions and municipalities carrying out pilot projects for the plan.
项俊波称，目前已经有30个省、自治区、直辖市开展该计划的试点项目了。

The key areas the insurance projects cover include heavy industry, heavy metals, textiles and the chemical industries.
该保险项目覆盖的关键领域包括重工业、重金属、纺织品和化学工业。
"The mandatory 6 environmental pollution insurance is significant for protecting the nation's environment, but product design could be complicated, which requires qualified 7 actuaries and the input 8 of risk control expertise," said Wang Guojun, an insurance professor at the University of International Business and Economics.
对外经贸大学保险系教授王国军表示："环强险"对于保护我国环境具有重要意义，但产品设计可能较复杂，需要合格的精算师并投入风险控制的专业人才。
Hao Yansu, director of the School of Insurance at the Central University of Finance, said China should first have related laws and regulations on environmental pollution liability.
中央财经大学保险学院院长郝演苏表示，我国首先应该出台环境污染责任相关法律法规。
"Besides the CIRC and the MEP, more ministries 9 and commissions, including the Ministry of Finance and the National Development and Reform Commission, should participate in the implementation plan and have joint regulation," Hao added.
郝演苏还指出：“除了保监会和环保部，财政部和国家发改委等更多部委应当参与"环强险"实施方案并进行联合监管。”
