国家广电总局10日在官网上发布了《关与电影全面实行“一备二审制”的公告》。公告称，此制度从今年7月1日起开始实施，届时，电影的立项和影片的初审都交给省级广电部门负责。

根据国家广播电影电视总局（广电总局）发布的新规定，省级广电审查部门负责当地电影公司拍摄完成的所有影片的立项和初审工作。
在上面的报道中，censor即“审查”，名词形式是censorship。
Preliminary的意思是“初步的”，例如：They are taking preliminary steps in preparation for a possible terrorist attack.（他们正在为应付一次可能的恐怖袭击作初步的准备。）
文中的“电影初审”是preliminary censoring 4 of films，这里指对completed films（成片）进行初步审查。而法庭上的“初审”则是first trial，指对suspect（嫌疑人）进行“审判”。虽同为“初审”，可不要搞错哦。
在国外，电影经过审查后会根据film rating system（电影分级制度）进行分级，不过这一制度目前还没有在中国实行。欧美的电影分级制度大致有G级（General audiences；大众级）、PG级（Parental guidance suggested；普通级）和R级（Restricted；限制级）等几种。
