　　China’s Foreign Ministry 1 has protested Japan’s latest Defense 2 White Paper that uses Chinese military development as an excuse to beef up the capabilities 3 of its self-defense forces.

　　The annually 4 released White Paper claims that Japan is facing a worsening security environment, citing China’s military build-up as "a concern" for the region and the international community due to lack of transparency. The paper says that since China has continued to send ships to waters near the Diaoyu Islands, Japan will beef up the capabilities of its Self-Defense Forces by dispatching troops to remote areas and conducting joint 5 drills.

　　Chinese Foreign Ministry spokeswoman Hua Chunying said on Wednesday that China’s normal and legitimate 6 defense build-up poses no threat to any country.

　　Hua Chunying, Chinese Foreign Ministry Spokeswoman, said, "China develops normal and legitimate defense build-up for the sole purpose of safeguarding national sovereignty and territorial 7 integrity, and maintaining regional and world peace and stability. It poses no threat to any other country. In recent years Japan has been constantly hyping up the ’China threat theory’ and creating regional tension and confrontation 8. If taking into consideration some of Japanese political forces using this as an excuse to promote military building and war preparations, and holding frequent military drills in recent years, the international community cannot help but worry about Japan’s real agenda and the direction it is heading."
