Russian President Vladimir Putin says Russia has no plans to join with China in a joint response should the United States unilaterally 1)abandon the Anti-Ballistic Missile Treaty. Mr. Putin made the announcement during a wide-ranging Kremlin 2)news conference.
Mr. Putin said that while a new friendship treaty signed this week with China provides for such joint action, there are no plans for such a move. He said, in practice, we do not plan joint activities in this 3)sphere, including with China.
Both Russia and China adamantly 2 4)oppose U.S. plans to 5)deploy a missile-defense 3 system. They say such a missile shield would 6)violate the 1972 ABM treaty and would lead to a new 7)arms race. Washington says the treaty is a 8)relic of the Cold War and should be abandoned.
Last week, the United States carried out a successful test of its missile shield by downing an incoming intercontinental 9)ballistic missile.
The U.S. missile defense plans are likely to be the main topic of discussion at a meeting this weekend of the seven leading industrial nations plus Russia in Genoa, Italy.
Mr. Putin also repeated a statement made to an Italian newspaper earlier this week when he said Russia sees no need for NATO's continued existence. He said while Russia does not view NATO as an enemy, it no longer has a use. He said that since there is no more Warsaw pact 4 and no more Soviet 5 Union there should be no need for NATO.
Mr. Putin rejected the claim that NATO is a political 10)alliance. He said it was a military alliance that bombed Yugoslavia and, he said we are not happy about it.
The Russian president called for the creation of a single European defense body which could be achieved by 11)disbanding NATO, or by having Russia join the alliance, or by creating a new body in which Russia would be an equal partner.
