Foreign ministers from the G-8 countries who will meet Friday in Genoa, Italy calling for Israel and the Palestinians to accept outside peace monitors. The ministers, meeting in Rome, are describing the situation in the Middle East as alarming, and have made it one of the top items on the summit's agenda.
Ministers representing the world's seven leading industrialized democracies and Russia are 1)advocating the deployment 1 of third-party monitors as a helpful step in 2)implementing the so-called Mitchell Plan.
That plan calls for an end to months of violence in the region, followed by confidence-building measures such as a freeze on Jewish settlements and a 3)crackdown by the Palestinian Authority on extremists. The ministers say the Mitchell Plan provides the only 4)formula to end the 5)deadlock in the peace process and 6)halt the 7)escalation of violence.
The United States joined its G-8 partners in backing the deployment of international monitors, a suggestion that Israel has long opposed. Until now, Washington has generally backed the Israeli position, saying monitors cannot be 8)imposed on the Jewish state.
Diplomats 2 in Genoa say the decision by the foreign ministers to release a separate statement on the Middle East reflects their increasing concern that the situation in the region may 9)spiral out of control.
The diplomats say the foreign ministers were especially worried about an Israeli decision to strengthen its forces in the West Bank. One Italian 10)diplomat describes that move as a 11)provocation against the Palestinians.
Although it dominated the second and final day of the foreign ministers' meeting, the Middle East is not the only item on the G-8 leaders' agenda in Genoa. Third World debt, poverty, and disease are also to be discussed, as are the situation in Macedonia, weapons proliferation, and international terrorism.
The leaders of the United States, Britain, Canada, France, Germany, Italy, Japan, and Russia will begin their wide-ranging summit Friday. In Genoa, massive security measures have been put into effect to guard them from a terrorist attack or violence from tens of thousands of protesters who have 12)flocked into town.
The G-8 summit is the latest international gathering 3 to be targeted by the demonstrators, who are loosely grouped under the 13)banner of the anti-globalization movement. Italian authorities say that peaceful protests will be permitted. But they vow 4 to deal 14)rigorously with any outbreak of violence.
