Bush Says NATO Allies 'Receptive' Toward US Missile Defense 1 Plan

President Bush has made his case for an anti-missile system to NATO leaders in Brussels. Although European 1)allies have expressed concerns the missile shield would 2)undermine arms control, Mr. Bush says he 3)detects a new receptivity toward the plan.
Mr. Bush used his four hours of talks with NATO leaders to try to persuade them that his missile defense proposal is necessary to counter potential attacks from rogue 2 nations like Iran, Iraq, and North Korea.
He also defended his proposal to step back from the 1972 Anti-Ballistic Missile treaty which he calls a Cold War 4)relic to allow the missile shield to be established. But he vowed 3 to act in consultation 4 with European allies and Russia who have made clear their opposition 5 to 5)abandoning the 6)pact.
At a joint 6 news conference with NATO Secretary-General George Robertson, Mr. Bush said he detects a new openness among allies to consider his proposal. "I am encouraged that in today's meeting we saw a new 7)receptivity towards missile defense as part of a new 8)strategic 9)framework to address the changing threats of our world," the president said.
On another issue, Mr. Bush also sought to reassure 7 Europeans that the United States would not 10)unilaterally pull its peacekeeping troops out of the 11)Balkans.
He had raised concern among allies during his campaign for the White House last year when he suggested U.S. troops had been overextended by too many peacekeeping missions, including in the former Yugoslavia. He said the Europeans should take on more of the responsibility of peacekeeping.
Mr. Bush has since stepped back from that position, as he made clear on Wednesday. "We came in together, and we will leave together. It is the pledge of our government, and it is a 12)pledge I will keep," Mr. Bush said.
The President also 13)endorsed NATO enlargement. He said former communist nations who hope to join the alliance still have work to do, but he said if they continue to make progress toward reform, NATO will welcome new members at its summit in Prague next year.
