Top Bush administration officials say a plan is in place to deal with insurgents 1 in Iraq. The president's foreign policy advisors 3 stress the insurgency 4 will not derail Iraqi elections scheduled for early 2005.

Of course, we have to bring that insurgency under control. But keep in mind that most of the country would be in a satisfactory position for elections, if they were being held next month."

She said in order for there to be elections in January, U.N. officials in that country, who are making preparations for the balloting 10, have to feel secure.
