President Bush says he supports the economic reforms of Japanh's new prime minister. The two men met Saturday at the presidential 1)retreat outside the capital Washington), where they promised to work together on global warming.
Prime Minister Junichiro Koizumi 2)outlined his plans to "vigorously and comprehensively" reform Japan's economy by capping government spending and 3)tackling the country's troubled banking 1 sector 2. The prime minister cited corporate 3 debt and non-performing loans as two of his biggest 4)obstacles to revitalizing the world's second biggest economy.
President Bush supports the prime minister's reforms. He said both countries are committed to open markets and 5)sound regulatory policy to improve foreign direct investment. "I want to praise the prime minister for his vision for reform for the Japanese economy," said Mr. Bush. "He is willing to make difficult choices, and that's what a leader does."
In the short term, Prime Minister Koizumi's reforms could hurt the U.S. economy by increasing the two countries' trade 6)imbalance with more Japanese exports. President Bush says reforms that strengthen Japan's economy will 7)ultimately help U.S. business. "I believe it is in our nation's best interest that the Japanese economy 8)flourish, that it is strong and vibrant," he said. "We had a very meaningful discussion, ranging from economic 9)restructuring and reform to trade."
This was an informal meeting between the leaders, their first since the prime minister was elected two months ago.
In a joint 4 statement, they called their alliance the 10)cornerstone of peace and stability in the Asia-Pacific region. The president and prime minister said it is important to encourage China to play a constructive 5 role in the international community, to work for peace on the Korean 11)peninsula and to pursue reform at the United Nations, including securing a permanent seat for Japan on the Security Council.
The prime minister urged the United States to abide 6 by the Kyoto global warming treaty, which President Bush has rejected as unfair to U-S companies. Prime Minister Koizumi said he is not disappointed by the president's position, and is confident there can be agreement on reducing so-called 12)greenhouse gases, because he believes Mr. Bush is 13)enthusiastic about the environment.
The leaders agreed to work together on issues relating to U.S. troops in Japan, most of whom are stationed on the southern island of Okinawa. That has been a sore-point for U.S./Japanese relations, with a history of U.S. troops sexually 14)assaulting Japanese women.
An Air Force sergeant 7 is under military custody 8 after Japanese police questioned him for a second time in connection with the 15)alleged rape 9 of a Japanese woman in a parking lot Friday. White House officials say this specific incident was not discussed Saturday. U.S. military authorities say they are cooperating fully 10 with the Okinawa investigation 11.
