United Nations and international agencies are praising Serbia's decision to transfer former Yugoslav President Slobodan Milosevic to the Hague. Mr. Milosevic was 1)extradited on Thursday to the international war crimes 2)tribunal in The Hague to face charges of crimes against humanity.
United Nations Secretary-General Kofi Annan is one of many world leaders 3)hailing the handover of Slobodan Milosevic to the war crimes court. He said this was a day that will be remembered not for 4)vengeance, but for 5)justice. "I think what has happened today, which few thought was possible, here we see one of the most powerful men in the Balkans today in the hands of the court in The Hague,"said the U.N. leader. It should go to show all leaders who are bound to abuse their power that in today's world, the peoples and the international community will demand 6)accountability and will insure that 7)impunity 1 is not allowed to stand."
The U.N.'s top human rights official, Mary Robinson, 8)echoed the secretary-general's observations. Her spokesman, Jose Dias, said Ms. Robinson feels the cause of international justice has taken a major step with the transfer of the former Yugoslav President to The Hague. "Human rights defenders 2 around the world could take heart in the growing recognition that high office is no longer a guarantee of protection for human rights 9)violators,"he said. "The high commissioner 3, however, also feels that, as important as the transfer of Mr. Milosevic is, that the former president is not the only 10)individual indicted 4 for war crimes in the Former Yugoslavia. All those indicted by the U.N. Tribunal should be transferred to The Hague to face trial."
The charges against Mr. Milosevic cover only 11)alleged crimes committed against ethnic 5 Albanians in Kosovo. The U.N. Refugee Agency was in the forefront of international efforts to assist and protect ethnic Albanian refugees. UNHCR's Director of International Protection, Erika Feller, said that Mr. Milosevic, as an indicted war criminal, should be brought to justice. "There should be no impunity for people who have committed war crimes, crimes against peace, crimes against humanity,"she said, "because it functions on the basis of 12)indictment, on the basis of evidence; those who are indicted should be brought to trial. He is indicted as a war criminal."
U.N. special envoy 6 to the Balkans, Carl Bildt, said he hoped the trial of the former Yugoslav President would lead to national 13)reconciliation. Mr. Bildt, who 14)negotiated with Slobodan Milosevic to end the war in Bosnia Herzegovina, said he expected Bosnian Serb wartime leaders, Radovan Karadzic and General Ratko Mladic, may be arrested fairly soon. The tribunal has indicted both men as war criminals.
The International Commission of Jurists added its voice to the growing 15)chorus of approval. It called the handing over of Mr. Milosevic to The Hague a legal 16)watershed. It noted 7 that this marks the first time a former head of state will be held accountable for war crimes and crimes against humanity. It added that Mr. Milosevic, like other indicted war criminals, is entitled to a fair trial.
