Donor 1 countries and international organizations are 1)pledging financial support to Yugoslavia a day after the dramatic 2)handover of former president Slobodan Milosevic to the international war crimes 3)tribunal in The Hague. Halfway 2 through a donors 3' conference in Brussels, Yugoslavia has received pledges of assistance for this year amounting to about two thirds of its target of $1.25 billion.
The conference is being 4)sponsored by the World Bank and the European Union. The EU's Catherine Day said that, following what she called Yugoslavia's "break with the past" in surrendering Mr. Milosevic, it is now time for the international community to show support for the 5)democratic government in Belgrade, which is in dire 4 need of aid to rebuild its 6)shattered economy. "The economic recovery and 7)transition program needs around $4 billion over the next three to four years," she said. "This is the kind of order of 8)magnitude which is needed to put the Republic of Yugoslavia back on its feet. We are looking for a figure of $1.25 billion for 2001."
The EU's executive commission pledged the biggest amount, $450 million. The United States pledged $181 million. The World Bank says it will 9)disburse $150 million this year in loans to Yugoslavia, and $540 million over the next three years. That kind of money makes Miroljub Labus, Yugoslavia's deputy prime minister and the architect of the country's economic reforms, a happy man. "The 10)symbolic value for us is that now we are fully 5 back in the international community - politically, diplomatically and financially," he said. "We decided 6 to take the fast track to Europe and implement 7 directly the international rules."
That was a 11)veiled reference to his government's handover of Mr. Milosevic. But Mr. Labus said Yugoslavia's economic reform program played a bigger part than the surrender of the former strongman in 12)fueling donor 13)generosity. "The fact that Milosevic is now on the way to be brought to justice is just a signal that my country is ready to respect all international obligations," he said.
Asked at a news conference if Yugoslavia would hand over other war crimes suspects to the international tribunal, Mr. Labus 14)pleaded for patience. "Don't be impatient," he urged. "We need a small time out now. Then we will proceed in due course. But, you know, so far, we've 15)fulfilled our commitments."
Mr. Labus said his country is recovering from a decade of economic 16)decline. He said the money Yugoslavia receives from the donors will go to rebuild 17)infrastructure and pay the salaries of doctors and teachers, many of whom are now living below the poverty level.
