The European Union's executive arm has proposed far-reaching financial reforms to help prevent future financial crises, like the one now pummelling Europe and the rest of the world. European officials hope to put the reforms in place next year.
欧洲联盟的行政机构欧盟委员会提议进行深入的金融改革,以防目前这种困扰欧洲以及世界其他地区的金融危机在未来重演。欧盟官员希望能够在明年落实金融改革措施。
The reforms proposed by the European Commission, the European Union executive arm, include a tough, new, cross-border monitoring system for banks and other financial institutions.
欧盟委员会提议的改革措施包括针对银行和其他金融机构设立一个严格的、新的跨境监控系统。
If approved, the reforms would set up two new bodies. The first, a risk council made up of financial bankers and financial regulators, would serve as a sort of early warning system to prevent future financial crises.
假如改革计划获得批准,欧盟将成立两个新的机构。首先是一个风险理事会,由银行界人士和金融管理人员共同组成,其职能是发挥某种早期预警作用,防止将来再次发生金融危机。
The European Commission has also proposed a new steering 1 group aimed to ensure European financial rules are applied 2 consistently across the 27-member European Union.

The commission wants the reforms to be in place by 2010, two years earlier than first proposed. At a press conference in Brussels, European Commission President Jose Manuel Barroso said it is critical to move swiftly.
欧盟委员会要求这些改革措施在2010年到位,比先前提议的时间表提前两年。在布鲁塞尔举行的记者会上,欧盟委员会主席巴罗佐表示,迅速采取行动是至关重要的。
"Now is the time for action. It will be now or never If we cannot reform the financial sector 3, financial supervision 4 when we have a real crisis, when will we reform? I am determined 5 to reform the financial supervision in Europe. I can only hope the member states will follow us," Barroso said.

The financial crisis has plunged 6 European countries into major recessions and many workers have been laid off. Still, Barroso said that millions of dollars of money spent on stimulus 7 measures were beginning to pay off.
当前这场金融危机使欧洲国家陷入严重的经济衰退,很多工人失去了工作。不过,巴罗佐指出,政府投入巨资刺激经济已经开始见效了。
"The measures we have taken to tackle the crisis are starting to work. But fiscal 8 stimulus by definition is temporary. The real economy needs ethical 9, financial markets if it is to prosper," he said.
他说:“我们为了抑制危机而采取的措施开始发挥作用。然而财政刺激归根结蒂只是暂时性的。要想让真实经济恢复繁荣,就需要有规范的金融市场。”
Barroso hopes the EU members will sign off on the proposals when their leaders meet for a summit in June.
