The European Union finalized 1 plans to preserve the existing legal regime for asylum-seekers by fining countries $290,000 for each refugee they refuse to accept from their allotted 2 quotas 3. Member states and the European Parliament will have to agree to the proposal. Initial EU plans to resettle 160,000 migrants have proved almost wholly fruitless.
