Obama to Announce Decision on Afghanistan Troop Drawdown

     President Barack Obama will announce his plan for implementing 1 the beginning of a U.S. troop withdrawal 2 from Afghanistan in a speech scheduled to begin at 00:00 UTC Thursday.
