The State Council released a national plan on environmental improvements for the 13th Five-Year Plan period (2016-2020), detailing tasks to clean polluted air, water and soil.
国务院日前印发了"十三五"期间(2016-2020年)改善环境的国家规划，细化了净化被污染的空气、水、土壤的任务。
The plan set the goals of a more environmentally friendly way of living, considerable reduction of major pollutant 1 emissions 2, effective control of environmental risks and a sounder ecological 3 system by 2020.
规划制定了一些目标：到2020年，生活方式绿色水平上升，主要污染物排放量大幅减少，环境风险得到有效控制，生态系统稳定性增强。
To achieve those targets, the State Council asked Beijing, Tianjin and Hebei, as well as regions along the Yangtze River Economic Belt, to draw up a red line, or bottom line, for ecological protection by the end of 2017, while other areas should come up with a red line before the end of 2018.
为了完成上述目标，国务院要求京津冀以及长江经济带沿线地区在2017年年底前划定生态保护红线，其他地区应在2018年年底前划定生态保护红线。

Beijing, Tianjin, Hebei, Shandong, regions along the Pearl River Delta 4 and Yangtze River Delta, and the 10 cities with the worst air quality should realize negative growth in coal consumption, according to the plan.
根据规划，京津冀、山东、珠三角和长三角沿线区域以及空气质量排名最差的10座城市应实现煤炭消费负增长。
Unlike previous plans that were aimed at emissions reductions, the 13th plan will focus on overall improvements to environmental quality, Ma Jun, dean of the Institute of Public And Environmental Affairs, told the Global Times last Tuesday.
公众与环境研究中心主任马军上周二向《环球时报》透露，与以往重点减排计划不同，"十三五"规划着眼于提升整体环境质量。
Ma said that to achieve the target, supervisory and accountability systems for governments and enterprises need to be strengthened. There should also be a red line, or bottom line, for ecological protection by 2017.
马军表示，为实现这一目标，政府和企业必须加强监督及问责制度。同时也应在2017年之前为生态保护设定红线或底线。
Ma said local governments will share more responsibility in carrying out these plans in the next five years.
他还表示，在接下来的五年中，地方政府在推动施行这些方案方面将承担更多的责任。
