U.S. Secretary of State Colin Powell discussed the Middle East and U.N. 1)sanctions against Iraq in a meeting Wednesday with British Foreign Secretary Jack 1 Straw. Mr. Powell used a news conference with Mr. Straw to 2)appeal to Israel and the Palestinians to create "conditions of calm"so that peace efforts can 3)resume.
The secretary of state says the recommendations of the Mitchell international fact-finding commission provide the only 4)roadmap out of the latest flare-up of Middle East violence. And he says the onus 2 is on the parties themselves to reduce violence to a level where both sides feel comfortable in moving forward on the Mitchell plan.
At a joint 3 news conference with British Foreign Secretary Jack Straw, Mr. Powell called on Yasser Arafat's Palestinian Authority to 5)rein in 6)radical elements within its areas of control, and he reiterated 4 U.S. calls on Israel to end its 7)demolitions of Palestinian homes.
"We hope that the Palestinian side will continue to make efforts to bring the violence under control and to assert control over those elements that are within the Palestinian Authority's 8)domain and within the Palestinian movement,"he said. "And we hope the Israeli side will avoid taking provocative 5 acts that cause the situation to become unstable 6 again, such as some of their settlement activities and such as the destroying of Palestinian homes."
Mr. Powell said the Mitchell plan, with its cooling-off period and confidence-building steps, provides "everything the parties need"to 9)restore the peace process.
The secretary's talks with his British counterpart also covered the two countries' 10)approach to U.N. sanctions against Iraq after an effective veto by Russia forced them last week to 11)abandon an effort to 12)revamp the decade-old sanctions regime.
Mr. Powell stressed that 14 of the 15 members of the Security Council did support the U.S.-British initiative. And he said the old sanctions system will remain in place for an interim 7 period of five months, during which two 13)allies will try to persuade Russia to reconsider its position.
"The revenue that the Iraqi government gets will still go through the 'oil-for-food' program for the most part, there is a little bit of 14)leakage as we all know, and we will continue to insist on controls of all items that might go toward weapons of mass destruction. During this five-month period, we will work with the front-line states and also work with Russia to see if we cannot find a way to 'square the circle', where Russia will find that its interests are well-served and the interests of the people or Iraq, if not the regime of Iraq, are well-served by a 15)modification of the sanctions 16)regime."
The U.S.-British proposal would ease 17)restrictions on Iraq's imports of consumer goods while tightening 8 enforcement of the ban on Iraq imports of weapons and their components 9.
The proposed changes would have addressed complaints that the current sanctions imposed unnecessary 18)hardships on the Iraqi people, and also dealt with Saddam Hussein's increasingly-successful oil-19)smuggling efforts through neighboring states.
The sanctions issue will be high on the 20)agenda for President Bush when he meets Russian President Vladimir Putin later this month on the 21)sidelines of the summit meeting of leaders of industrial nations in Italy.
