The international (U.N.) war crimes 1)tribunal in The Hague is putting pressure on the Bosnian Serb government to 2)track down and arrest suspected war criminals believed to be hiding in the 3)entity 1. The most sought-after 4)fugitives 2 on the tribunal's wanted list are former Bosnian Serb leader Radovan Karadzic and his top military chief, Ratko Mladic.
Chief war crimes prosecutor 3 Carla Del Ponte says it is 5)scandalous that Mr. Karadzic and General Mladic have still not been brought to justice six years after they were indicted 4 by the international tribunal on charges of 6)genocide.
Ms. Del Ponte and her colleagues want the Bosnian Serb entity to follow the example of Serbia, which last week 7)extradited former Yugoslav President Slobodan Milosevic to The Hague.
Bosnian Serb Prime Minister Mladen Ivanic, who met Thursday with Ms. Del Ponte, says he is ready to extradite war crimes suspects, including Mr. Karadzic and General Mladic. But he says his government faces legal and other 8)hurdles. "I really have to say that I don't [have] information about these two people, and I really don't know where they are," he says. "And I have to say that I really don't have the tools."
Mr. Ivanic says he has 9)submitted a draft law to the Bosnian Serb parliament that will 10)facilitate cooperation with the war crimes tribunal. The Bosnian Serb entity has so far refused to cooperate with the tribunal. But Mr. Ivanic says Mr. Milosevic's 11)extradition has created what he calls a new situation. Still, most diplomats 5 believe the strongly 12)nationalistic parliament will reject the proposed law.
Tribunal officials also say that some Bosnian Serb officials are in contact with Mr. Karadzic and General Mladic, who are believed to be hiding out in Bosnia's so-called Serb Republic. The two men have been 13)indicted in connection with the three-year siege of Sarajevo in the early 1990s, and for their role in the 1995 massacre 6 of thousands of Bosnian Muslims in the town of Srebrenica.
One tribunal official says Mr. Ivanic's government could easily arrest the two suspects and more than 20 others who are hiding in the Serb Republic if it really wanted to.
But Mr. Ivanic criticizes NATO and other western organizations present in Bosnia for not handing over information needed to take action against the fugitives. "And we haven't received any information from these 14)institutions over the past six months [that would enable us] to do something," he says.
Prosecutor Del Ponte has criticized NATO for not doing enough to arrest Mr. Karadzic and General Mladic. Tribunal officials say 15)allied commanders in Bosnia are 16)reluctant to track down the suspected war criminals because they fear their forces will suffer 17)casualties. Both fugitives are known to be well protected and determined 7 to resist any attempts to arrest them.
