The Ministry 1 of Civil Affairs has urged shelters nationwide to help the homeless in order to prevent deaths in severely 2 cold temperatures.
The ministry said that local shelter management authorities should provide 24-hour services to those in need.
Relevant departments have also been told to keep an eye on public places like transport hubs, drainage pipes, parks and abandoned houses, where homeless people often take shelter.
The statement came after a migrant worker and a homeless person were found dead under an overpass 3 in Henan province.
