Guatemala's president met with President Bush at the White House Thursday. The men discussed human rights in Latin America and 1)fiscal 1 reform in Guatemala.
President Alfonso Portillo said Guatemala is in a "healing process" from the 2)scars of past human rights 3)abuses. He told President Bush that he has made changes in the Guatemalan judiciary to better protect it against 4)interference.
Since his election 18 months ago, human rights groups say President Portillo has focused more attention on abuses by the military during a civil war that ended in 1996. During his visit to Washington, the Guatemalan leader is scheduled to meet with human rights 5)activists. He told the Organization of American States that he is making progress on human rights, but that problems persist.
At the White House, President Portillo and President Bush also discussed labor 2 reform, immigration and improved trade. President Bush wants more open markets with Latin America. President Portillo said the Guatemalan economy is the freest it has been in 100 years.
The Guatemalan president says the biggest threat to Latin American democracy today does not come from 6)external sources. He says it comes from inequality and poverty among the people, an 7)inequality his administration is trying to correct with far-reaching fiscal reforms of the Guatemalan economy, including an independent central bank.
Bush administration officials praise President Portillo's reform program, saying it should boost U.S.-Guatemalan trade.
President Portillo asked Mr. Bush to help improve the working and living standards of more than two-million Guatemalans living in the United States. He wants them included in an existing law 8)favoring Cuban and Nicaraguan 9)migrants. That would make it easier for Guatemalans to get permanent 10)residency.
