China and Costa Rica have established a strategic partnership 1 following a meeting between the countries' presidents in Beijing on Tuesday.
Xi Jinping has sat down with his Central American counterpart, Luis Guillermo Solis, to talk about cooperation in infrastructure 2 construction, agricultural technology, telecommunications, and clean energy.
They've also agreed to start work early on a joint 3 action plan on bilateral 4 cooperation from 2016 to 2020.
After the talks, the two presidents witnessed the signing of agreements on economic cooperation, special economic zones, and inspection 5 and quarantine measures.
The two presidents are scheduled to attend the first ministerial meeting of the China-CELAC (Community of Latin American and Caribbean States) forum 6, which opens in Beijing on Thursday.
The second round of consultation 7 on Hong Kong's constitutional reform will be launched later today.
Chief Executive CY Leung has called on people to express their views while staying within the framework under the Basic Law as well as decisions made by the Standing 8 Committee of the National People's Congress.
CY Leung also noted 9 that Hong Kong won't tolerate any illegal acts or attempts to pressure the government to accept any illegal proposals.
The second consultation on constitutional reform is set to be completed in March.
