 From NPR news in Washington, I'm Nora Raum.   The State department says the U.S.is astound 1 that an Israeli police beat up a 15-year-old American-Palestinian boy. NPR's Jackie Northam reports. The State department spokesperson says Obama administration is deeply concerned about the beating of Tahri Catar. Catar, teenager from Temple Florida, was picked up and demonstrated as clash with police. Later, a video circulating on the Internet showed that an Israeli police attacking a detainee. It then shows Catar emerging from jail with black eyes and swollen 2 lips. Spokesperson Psaki says beating a detainee after their subdued 3 under custody 4 is never justified 5. We really shocked that he was severely 6 beaten while policing a custody and strongly have condemned 7 that I would call for speedy and transparent 8 and credible 9 investigation 10.  The State department says once the investigation is settled, Catar should be return home to the U.S.. In recent months, thousands of unaccompanied children have crossed into the  U.S. from Mexico,  fleeing poverty and violence in near southern door. White House press judge says is likely that most of them will be sent home. Based on what we know about these cases, it is unlikely that most of these kids were qualified 11 for humanitarian 12 relieve. And what that means is that they would not have legal bases for meaningless country and it would be returned. A federal appeals court is blocking Arizona governor Jane attempt to keep young immigrants with work permits from getting driver's licenses 13. NPR Sam Sander reports says the ruling affects immigrants who have avoided deportation 14 under the deferred 15 action for child's arrival program. In 2012, bureau direct state agency took the nine driver's licenses and other public benefits to young immigrants benefiting from deferred action. Attorney for the governor say the measure was meant to keep licenses from being use to improperly 16 access public benefits. A lot of  policy undermine the immigrants legal protection, is trumped 17  by federal law.     A federal judging Philadelphia today granted preliminary approval to a plan that compensate 18 and  players for prompt related to concussions 19.  Attorney says the settlement will cover all return players, even though without symptoms yet.
