President Putin has signed an order recognizing Crimea as an independent and sovereign statewith immediate 1 effect, it comes shortly after the Untied 2 States and the European Unionimposed targeted sanctions on key Russian and Ukrainian officials connected with Moscow'sintervention in Crimea. White House spokesman Jay Carney when asked byjournalists whether sanctions could be imposed on Mr. Putin, gave this response.
