3)全球性大学应该注意一些问题，首先要尊重各国的观点，不能忽视parochial problems 因为各国的经济实力和发展不同，解决问题的方法不同。其次，应该使每个国家的学生都能接受平等的教育。
4)倾听各国的声音，减少大国政治上的影响，使每个国家都能参与解决问题并分享研究的成果。
通过这种提纲式的弄清gre写作思路，即使考试的时候写了提纲，也还有充足的时间给考生答题。
