Recently, Qingdao city, in east China's Shandong province, issued a regulation, allowing its primary schools and middle schools to "punish and deter 3" their students. It is the first time education authorities have said explicitly 4 that teachers can punish students. The unclear definition about the "punishment" in the regulation is confusing for teachers and parents.
