1. When it comes to expression.
when it comes to 是一个习语，是固定搭配。
中文意思是:一谈到……；就……而论。
英文的解释：as for something; speaking about something(至于某事，谈及某事)。
近义词有：refering to, talking about等。如：when it comes to making decision,……（谈及到做决定这事情）可以改写为“Talking about making decision..."
用法
(1)是后面接名词或接动词的ING形式（动名词）
(2)when前面可以用逗号，整个跟着某个句子句子后面（用法有点像插入语）。也可以作为分句直接位于句首，整个部分后接逗号。
例子
1）Alought she plays football well, when it comes to English, she is not so good.
她的足球玩得很好，就英语而言，她没学的那么好。
2）When it comes to eating, Joey is full of joy.一谈到食物，乔伊就很高兴。
