3、Whether to use tests, other kinds of information, or both in a particular situation depends, therefore, upon the evidence from experience concerning comparative validity and upon such factors as cost and availability.
【分析】
筒单句。句首的whether to…situation是带连接词的不定式短语作句子的主语，谓语是depends…upon… and upon …，宾语是 the evidence 和 such factors。 翻译时whether…or…可译为“是…还是…”；in a particular situation是状语，可译于主语之前；therefore译于整个句子的开头；from experience…是evidence的后置定语，其中concerning...又是experience的后置定语，翻译时均前置；such factors as…可译作“诸如…等因素”。
【译文】
因此究竞是采用测试还是其他种类的信息，或是在某一特定情况下两者同时使用，须凭有关相对效度的经验依据而定，也取决于诸如费用和有无来源等因素。

【分析】
多重复合句。and连接两个并列的状语most effectively 和 least effectively。两个 when引导时间状语从句，不定式短语to be measured作后置定语，修饰 the qualities；第二个when引导的时间状语从句，又嵌套what引导的主语从句。翻译时，按照汉语表达习惯，两个when引导的时间状语从句均前置，分别译于两个主句之前；to be measured译为the qualities的前置定语。
【译文】
一般地说，当所要测定的特征能很精确地界定时，测试最为有效；而当所要测定或预测的东西不能明确地界定时，测试的效果则最差。
