Hong Kong had planned on introducing a sales tax of 5% on good and services, and an extensive television and print ad campaign tried to convince Hong Kong citizens that such a tax would help their economy, but the administration is dropping the plan because of public opposition 1. October showed the slowest growth in tourist arrivals in three years, and retailers 2 and business groups fear that such a tax would hurt tourism even more. Some say that Hong Kong Chief Executive Donald Tsang's upcoming re-election bid played a role in the dropping of the sales tax plan. The Hong Kong government still needs money, and may look to tax individuals' and corporations' dividends 3, interest, and capital gains instead.
