Deadly floodwaters kept rising Tuesday across much of Texas as storms dumped almost another foot of rain on the Houston area. Motorists were seen stranded 1 along highways and 30 people are still reported missing in the floodwaters.
City officials in Cleveland annouced they have agreed to overhaul 2 the police department in a settlement with the Department of Justice. The agreement comes after an 18-month investigation 3 by the DOJ over a pattern of excessive force and abuse by officers.
