Britain's Ministry 1 of Defense 2 last week announced the accidental killing 3 of 4 civilians 5 as a result of an air strike by British forces operating in Afghanistan. While reports of civilian 4 deaths are on the rise in Afghanistan, those attributable to aerial bombardment from U.S. and coalition 6 forces have actually been on the decline in recent months. VOA's George Dwyer reports a former U.S. Defense Department munitions 7 expert - a man who now works as a human rights advocate for Human Rights Watch - recently discussed his findings on how changes in military tactics by both the U.S. and the Taliban have affected 8 civilians in Afghanistan.  Jim Bertel narrates 9.
